Article 95, President of Montenegro:
- represents Montenegro at home and abroad;
- commands the Army on the basis of the decisions of the Defense and Security Council;
- proclaims the laws;
- announces elections to the Assembly;
- propose to the Parliament: a mandate for the composition of the Government, after having held talks with representatives of political parties represented in the Parliament; two judges of the Constitutional Court and a protector of human rights and freedoms;
- appoints and recalls ambassadors and heads of other diplomatic missions of Montenegro Up Abroad, at the proposal of the Government and with the opinion of the Committee of the Parliament responsible for international relations;
- receives letters of credentials from foreign diplomatic representatives;
- awards orders and decorations of Montenegro;
- grants amnesty
- performs other duties determined by the Constitution or by law.
