Marko Lakić

He finished primary school in Podgorica and the Secondary School of Internal Affairs in Danilovgrad. He obtained the title of Engineer of Computer Science and Information Technology from the study program “Computer Science and Information Technology” at the Faculty of Natural Sciences and Mathematics in Podgorica.

Throughout his professional development, he completed numerous trainings and participated in seminars, conferences, and study visits in the fields of operational investigations, cybercrime, computer forensics, high-tech and internet crime, cyber terrorism, as well as the application of modern investigative methods, including the use of evidence obtained through encrypted applications and work on cases of child sexual exploitation.

He attended numerous training programs organized by renowned international institutions, including the Organization for Security and Co-operation in Europe (OSCE), Bundeskriminalamt (BKA), International Association of Computer Investigative Specialists (IACIS), United States Department of Defense (DoD), Federal Bureau of Investigation (FBI), Defense Threat Reduction Agency (DTRA), United States Department of Homeland Security (DHS), Hellenic Police Academy, Swedish Police Authority, and University College Dublin (UCD).

Lakić is a member and honorary president of Mensa Montenegro (IQ > 156). He is also the president of the Association of Court Experts of Montenegro and a member of the Commission for Experts of the Ministry of Justice, as well as a court expert in the field of information technology and telecommunications. He is a member of the Council for Monitoring the Implementation of the Judicial Reform Strategy 2024–2027, as well as of the Steering Committee of the joint project of the European Union and the Council of Europe “Horizontal Facility for the Western Balkans and Turkey” (HF7) – “Strengthening Accountability in the Judicial System and Enhancing Victims’ Rights in Montenegro.” He is also a member of the International Police Association and the Association of Security Managers of Montenegro.

After graduating from the Secondary School of Internal Affairs, he began his professional career in the Police Directorate and the Ministry of Internal Affairs, where over eighteen years he advanced from a trainee police officer to a senior police inspector. Since 2020, he has been engaged in consultancy work and court expert analysis. He was also engaged at the Public Institution Higher Vocational School “Police Academy” in Danilovgrad and delivered a number of expert lectures organized by the Training Center for the Judiciary and State Prosecution, the Association of Court Experts of Montenegro, and the Institute for Criminological and Sociological Research.

On several occasions, he was engaged as a consultant by the Programme Office of the Council of Europe in Podgorica and the Agency for Protection of Competition. He has also delivered numerous lectures in schools across Montenegro, aimed at raising awareness of safety in the digital environment and contemporary security challenges.

He organized and hosted the International Board of Directors Meeting of Mensa International Limited (IBD MIL) in October 2022, attended by the presidents of all full national Mensa organizations.
