Ivan Šikmanović
Ivan Šikmanović was born on July 14, 1984, in Kotor, where he completed his primary and secondary education. He graduated from the Faculty of Law in Novi Sad and also completed his master's studies at the same faculty. He began his professional career in November 2008 as an intern at the Ministry of Internal Affairs and Public Administration, where he worked as an independent advisor and head of the Department for Strategic Development and Normative Affairs. In January 2017, he moved to the Ministry of Public Administration, where he served as the head of the Directorate for the Organization and Supervision of State Administration. In the expert 42nd Government of Montenegro, he held the position of advisor to the Prime Minister of Montenegro for legal matters. Throughout his career, he participated in the preparation of several dozen laws, by-laws, and strategic-development documents in the fields of public administration systems and cooperation with the civil sector (such as the Law on Civil Servants and State Employees, the Law on Administrative Procedure, the Law on State Administration, the Law on Administrative Inspection, the Law on Non-Governmental Organizations, the Public Administration Reform Strategy 2011-2016, the Strategy for Development of Non-Governmental Organizations 2017-2020, the National Economic Reforms Programme, etc.).
He was a member of several expert bodies and commissions (such as the Commission for Political System, Internal and Foreign Policy, and the Commission for Personnel and Administrative Matters of the Government of Montenegro, the Council for Privatization and Capital Projects, the Intersectoral Working Group for Programming EU Pre-accession Support in the Sector of Democracy and Human Rights, the Board of Directors of the EU project "Technical Support for Developing Institutional Mechanisms for Cooperation between the Government and NGOs," etc.). He also served as the chairman of the Commission for the Professional Examination for Work in State Authorities. As a panelist and lecturer, he has participated in a number of conferences, seminars, training sessions, and similar events. During the periods when he was not working in the public sector, he was engaged several times as a legal expert in the implementation of domestic and international projects.
He graduated from the EU School at the College of Europe in Bruges (Belgium) and has also undertaken professional visits to institutions in the Republic of Austria, the Federal Republic of Germany, the Republic of Malta, the Czech Republic, the Slovak Republic, the Republic of Croatia, the Republic of Ireland, and others. He speaks English. He is married and the father of one child.
